What new requirements need to be met under Canadian Cosmetic Ingredient Regulations
With the coming into force of the Regulations Amending Certain Regulations Concerning the Disclosure of Cosmetic Ingredients: SOR/2024-63, the following changes will be taking effect:
- Strengthening of the labelling requirements for cosmetics requiring the disclosure of certain fragrance allergens on cosmetic labels.
- Addition of greater flexibility for the disclosure of ingredients for cosmetics sold in small packages.
- Improved regulatory oversight through:
- The clarification of the definition for manufacturer, requiring the identification of a regulated party located in Canada
- Clarification of the roles and responsibilities of an importer
- Strengthening of the Cosmetic Notification requirement
- Removal of the distributor information from the cosmetic notification
- Addition of the requirement to indicate whether a product is “rinse-off” or “leave-on”
- Addition of the requirement to identify ingredients by their INCI names on the cosmetic notification form
- Amendment of the table of concentration ranges for the cosmetic notification resulting in an increase in the number of concentration ranges
- Addition of the ability to request evidence of safety from the importer
- Modernization of the contact information present on the label
